Pound venison steaks to 1/4-inch thickness. Soak in buttermilk for 2 hours.
Mix flour with salt, pepper, garlic powder, and paprika.
Heat 1/2 inch oil in a large skillet to 350°F.
Drain steaks and dredge in seasoned flour. Fry 4-5 minutes per side until golden. Keep warm.
Pour off most of the oil, leaving about 3 tablespoons. Add butter to melt.
Gradually add milk, whisking constantly. Add pepper. Simmer until thickened.
Serve steaks with gravy over mashed potatoes.
